Nor should maven download a file if a local version named the exact same thing exists.
The only time maven does the timestamp check thing is for <version>SNAPSHOT</version>

Description:
I have an EAR described in project.xml as follows:
<dependency>
<groupId>time</groupId>
<artifactId>time-ear</artifactId>
<type>ear</type>
<version>1.0-dev</version>
<jar>time-ear-1.0-dev.ear</jar>
</dependency>
I put a new ear in my remote repository. When I run any goals, the ear in the maven
local repository of my local PC is not updated. I have to remove the ear in local
repository to force the new ear to be updated.
