Description:
The 'Development Process' hyperlink is always added to the web site generation at the 
bottom. What if the project doesnt want to display this ? They can set the URL ( 
maven.xdoc.developmentProcessUrl) to nothing, yet it is still displayed ... how about 
change the code to check for empty URL and then doint display it ?
