You can now specify something like

<artifactId>maven-cactus-plugin</artifactId>

and maven will download and install the jar and make it available for the project.

The number of plugins for Maven are growing to fast for us to keep track of them all.
We need a mechanism so that users can easily track new plugins and install plugins
that are not included with Maven.
