Only enhancements I can think of now are (summarise and adding to above):
- if JAVA_HOME not set on startup, prompt for it
- set MAVEN_HOME_LOCAL, prompting for it somewhere in the flow
- give option to remove $MAVEN_HOME_LOCAL contents on uninstall (warn about having to
download repository again)
- install_repo should be run automatically
The only thing with MAVEN_HOME_LOCAL is that it really assumes a single user machine.
I don't know how that relates per-user and how that gets configured. As long as it
defaults to %HOME%/.maven it should be fine without it.

Description:
where possible,
- check JAVA_HOME in env, and if not set, prompt for JDK and set it
- set MAVEN_HOME in env
- prompt for MAVEN_HOME_LOCAL and set in environment
- run install_repo.bat
- add an uninstall entry that removes the directory and undoes the other things it did
this provides a complete install/uninstall experience for a user.
