Description:
I have declared 'maven-license-plugin' in my project.xml, and when a LICENSE.txt
exists, maven fails to generate license.xml. If LICENSE.txt does *NOT* exist, the
proper no-license license.xml is generated.
In either case, maven-reports.xml does not include a link to the license.
