If Tycho use of Sirefire is the driving force behind that pull request, I would like to see end-to-end demo/proof-of-concept that show how adding OSGi headers to Surefire helps. I don't believe Tycho itself will benefit from this any, but the problem appears to be specific to redhat repackaged version, which I don't know much about.
