That is the problem...
If you are in a child of a multi module build maven tries to resolve the
dependencies which the maven-scm-plugin has from the local repository or
if they are not found there from remote repository...
If you like to work only with the sub module (maven-scm-plugin) you have
to go the following:
First make from the root:
mvn clean install
and afterwards you can reduce it:
mvn -pl maven-scm-plugin clean package
(but from the root folder)...
This will pickup the modules from the local repositories which have been
installed by the previous step...

I've attempted to disable apache.snapshots in settings.xml as I dont want
any snapshot I haven't built myself.
The configuration debugs indicate that the repositories are are disabled -
but Maven still attempts to get the metadata. It looks like
maven-remote-resources-plugin is the culprit.
Does anyone else see this?
I've only recently re-setup my Mac to cut code, so its possible I've not
got something configured correctly.
