Description:
When an ejb project provides a maven.ejb.manifest which includes a
Class-Path entry, and the project.xml doesn't have dependencies with 
ejb.manifest.classpath set to true the manifest comes out with a line like:

Class-Path:

This causes all sorts of failures.
