There is one more issue I need to fix in the core to make the ITs pass
again. This is only about dependencies of plugins declared in the POM
like 'plugins/plugin/dependencies'. The resolver currently manages the
transitive dependencies of these dependencies (correct) but should not
('plugins/plugin/dependencies' should override what the plugin declares
- so the transitive dependencies of them need to be excluded from
dependency management as well the same way the direct
'plugins/plugin/dependencies' already are). Will do that tomorrow.
