Description:
after a recent patch to site.jsl xdoc started adding empty <ul> lists for any items,
also not expandable ones, generating invalid xhtml.
This patches fixes it adding lists only for expanded items (_state == 'expanded').
It also removes <h5> tags for empty titles on the menu
