I have written up a proposal document. All things being equal it would be easier to have these things on GitHub, but if we follow 'the Apache way' I believe the right place for this is in the Proposals section of the wiki (https://cwiki.apache.org/confluence/pages/viewpage.action?pageId=5964567).
I'd like to avoid creating spurious online accounts if possible (ASF Confluence and Jira have their own signup mechanisms, but I think you're meant to have an Apache account to benefit from single sign-on?), so could someone let me know what the next move is to be able to post to the wiki page?
