It appears from the maven-torque-plugin pom that this jar should have been loaded into
torque group instead of torque-gen group.

This is a snapshot of the current 3.1 torque development tree. As it
is referenced from the maven-torque-plugin, it would be nice to have
this jar on ibiblio to make the life of people using the torque-plugin
