where snapshots live on Apache? If so it would be easy enough to sync

If a project wants to upload them then absolutely. Whatever the projects
wants to upload is what goes up. We should be encouraging projects to
get their own stuff to ibiblio and discourage third parties from
uploading artifacts for projects. And we can certainly make this
possible on Apache.

Right, again it's a project decision. If they have users that want
binary snapshots then that's fine. A lot of users do build from CVS but
some like binaries because of being stuck behind firewalls or whatnot.
