This is no longer relavant, we can just leave Grant where it is as it's not worth
bothering even if Ant doesn't have what we need. As pieces of Maven2's components are
integrated plugins will run in complete isolation regardless of what the dependencies
are.

Description:
Take the couple of files in Grant and fold them into Maven. Eventually we will just be
able to use Ant within plugins and remove it from the core but until then we'll move
the grant sources into Maven as Maven is the only project to use Grant.
