This is an uggly but quick patch, redownloads SNAPSHOTs every time, doesn't check for
dates and redownloads from every repository, installing jar from the last one.

Description:
plugin:dowload checks if the jar exists in local repo, and if it exists doesn't
download it form remote repo.
This is not a valid behaviour with SNAPSHOT versions.
