Description:
If two people download artifact A at the same time (or user 1 starts, user 2 starts,
user 1 finishes, user 2 finishes). Then the proxy should block the download of user 2
until user 1 is finished acquiring from the upstream repository. user 2 should then
retrieve it from the global repo.
