We need a more general solution than this, and the relationship needs to be the other way around.

We could get away with it in xdoc, because it is commonly used, but I have in the past removed a preGoal on clean in jcoverage. With a preGoal, xdoc will now be initialised when you call clean: ie all its deps get dragged down, even if it really isn't doing anything.

Leave it with me - I'll do it properly in the 1.1 timeframe.
