This is from a fresh maven CVS. But boot strap had some problem and 
install is may be not complete

run from a maven 1.0 I get :

No it's not a site it's a command sequence... I'm not explaing very
well sorry :-(
you could either run the command 'maven xdoc site'
or run two commands...
'maven xdoc'
'maven site'
Give it a try.
