If you had read carefully the instructions at
http://maven.apache.org/repository-upload.html, you'd seen

So, it's read by a script and has no LICENSE.txt, what could you do instead of
be unpolite,
1. Write a comment in the issue: "There's no LICENSE.txt because there is a
license.html"
2. Or better read the FUCKING license, where it says

</quote>
and go to that address where you can find a link to a FUCKING plain text
version:
