Description:
replace HttpUtils in maven proper with HttpWagon (and possibly the lightweight
one by configuration).
replace HttpUtils in bootstrap with lightweight wagon.
Make sure all recent changes to HttpUtils now exist in wagon first and that
wagon is released.
