Hmm, perhaps the logic should be:

expr: ${abc+xyz}

Is there an Ant prop named abc+xyz defined?
  o if yes, return the value of the Ant prop
  o if no, evaluate abc+xyz as a jexl expression

OR

Are there Jelly variables named abc and xyz defined?
  o if yes, evaluate abc+xyz as a jexl expression
  o if no, return the value of the Ant prop

Description:
If I have the following line in maven.xml, either within a goal or outside of 
any goals:

<property file="my.properties" />  

where my.properties exists and is a valid Java props file, any properties that 
are in my.properties end up with a value of "0" (yes, simply the zero 
character) in Maven.
