Description:
When using proxy , all files fetched alwas tries to go trough the given proxy ,
this can give problems for "local" ip that the proxy don't know about.
Having a project both fetcing jars from apache (common etc..) a "home made"
repo will not work , like this example:
maven.repo.remote = http://127.0.0.1:666,http://www.ibiblio.org
Solutions (Maybee)
1) new Property with list of repos that should not use proxy
2) More stubborn behavior when fetching files so if the file can't be fetced ,
try without proxy.
