You're right. I fixed this problem of dependencies.
I also opened an issue to fix the navigation-pdf.xml file in maven. ( http://jira.codehaus.org/browse/MAVEN-1615) Your patch is applied and I'll try to release the pdf plugin before the 1.1-beta1 release. Thanks a lot for your work.
