One question: when the plugin version manager rewrites the user settings.xml, 
it will likely wind up in a different order than it started. Maybe this 
matters, maybe not...if so, do we want to consider writing/maintaining a 
separate plugin-versions.xml file to accompany settings.xml?

I don't think it's the right thing to do, but again I wanted to get some 
feedback.
