Thanks to the wonders of catch (Exception e), repoclean swallowed a classcastexception and silently destroyed poms in the m2 test repo instead of dying a horrible death as it should have.
So, the bootstrap is broken. I've turned off the sync cron job so ibiblio is intact - its just test.maven.codehaus.org that the bootstrap uses. Rerunning which will eventually bring it all back to normal, though it may take some time. Sorry! Please note that the new repoclean includes the code that parses XML properly, so expect more m1 poms to fail.
