You are simply not allowed to put the jar file on ibiblio, it's not a 
restriction from Maven. The JTA POM is on ibiblio, but not the JAR. What people 
do is that they have the jar file locally and then install that into the 
repository. Maven 2 has a plugin for installing the jar file in the correct 
place in the repository.
