This is described in the pom. The license is BSD and written on the files header. The rest of Sun's Mustang is under the SPL (Sun Public License). You can find more information about the history of this package here: http://docs.codehaus.org/display/MOJO/Webstart+Plugin There's no way to get the jar by yourself. You will have to either take mine or build it yourself. Get latest mustang build from http://www.java.net/download/jdk6/jdk-6_0-ea-src-b56-jrl-13_oct_2005.jar, unjar, go into the correct directory and run make. Voila.
