Add on option to include optional dependencies instead of (or in addition to)

It seems backwards to have to exclude optional dependencies. If I have to
declare a dependency, then I am more likely to know which of it's optional
dependencies that I need to include, rather than knowing which to exclude.
This would greatly reduce (and even eliminate) the number of excludes that are
required in my poms.
