The issue is a bit different - i got it reproducible now. It seems, in the following situation: root/pom.xml, modules: a, b a/pom.xml: define antrun, with any tasks (like <echo/>) b/pom.xml: define antrun, with <dependencies> section. When run from 'root', dependencies are not resolved for plugin antrun in project b.
