Allow disabling of WTP stuff

Not everyone is using WTP or an Eclipse that supports WTP. We are using IBM's
RSA (based on Eclipse 3.0) which does not use WTP. It would be nice to be able
to disable WTP support so the builders, natures and .wtpsettings are not
written.
