Not detecting changes in the installed jars.

I have installed my components jar to remote repository. If someone has change
the repository then and user is using the same version of the component.
Although the component jar has been changed but user is not getting the new
component jar in the repository as he is having the same version jar in his/her
local repository.
There is no way to recognise the latest changes..........
