Voting is only for things that don't already have patches, you are right. I have a long list of patches that will get applied when there is some time. Believe it or not its not just apply and commit - each patch needs some careful review to ensure that they actually do what they say and fit with the scheme of things.
If other committers have some time to review and apply patches that would be much appreciated. I think Jason set up a known filter in JIRA that shows issues with patches.
