Martin Desruisseaux commented on MNG-1163:
------------------------------------------

This bug (as well as many other javadoc plugin bugs) doesn't appear to be fixed
in Maven 2.0.1. It may be because the Maven plugins don't seem to be deployed
on ibiblio. Maven is still using javadoc beta 2 plugin, which is a few months
old.

> Providing a <locale> parameter currently cause a javadoc failure because the
> maven-javadoc-plugin put the -locale option after some other options like
> -encoding. According the javadoc tool documentation
> (http://java.sun.com/j2se/1.5.0/docs/tooldocs/windows/javadoc.html#locale),
> the -locale parameter must be first.
