According to my notes they had both had a 2.0-beta-1 release over at
codehaus, probably in the snapshot repo, before they were moved here.

Since codehaus went down there has been a couple of requests on the
user-list for documentation for maven-changelog-plugin and
maven-changes-plugin. After they moved over from codehaus they have not
been graced with a web presence at maven.apache.org.
Users following the links on http://maven.apache.org/plugins/ to those
plugins are simply met with the dreaded "Page Not Found", see also
MNG-2300. Is there a policy against publishing sites for sandbox
plugins? If not, could someone please publish what's in SVN. It sure
beats having no site at all.
