snapshots.maven.codehaus.org was originally used for all snapshots, but
Maven moved it's snapshots to people.apache.org when that was set up,
and after codehaus died they set up an official snapshot repository, so
the first one is now being decomissioned and nothing new is being
deployed there.

Is it just for plugin repository?
This is the first I have heard of
http://snapshots.repository.codehaus.org/ and probably should have
been included in http://jira.codehaus.org/browse/MNG-2493 if this new
repository is just for plugins.
