The directory structure seems to be there, but I was unable to download
any files from it. I've written an email to their support asking them
about this.
I've received word from Planet Mirror and they claim to have solved the
problem. Here's their last reply:

PS! Please refer all users to public.planetmirror.com and not
downloads.planetmirror.com.
downloads.planetmirror.com redirects to public if the user does not have
a session. public.planetmirror.com creates a session then let's the user
download.
E.g.
http://downloads.planetmirror.com/pub/maven2/commons-logging/commons-logging/1.0.4/commons-logging-1.0.4.pom
should be
http://public.planetmirror.com/pub/maven2/commons-logging/commons-logging/1.0.4/commons-logging-1.0.4.pom";
So, if I'm reading this correctly, we should change the mirror address
from downloads.planetmirror.com to public.planetmirror.com. But I'm not
sure Maven is going to like/manage this, because public does this:
1. Sets a session
2. Waits a few seconds for the download to begin while showing an html page
3. Finally allows the file to be downloaded
