Pretty much.
If so, I note that there's only a millimeter of difference between that
and simply not having a central repository.  (This may be good or bad,
depending on your point of view.)

It could be good and bad in different instances. The logging issue is a good example of it being good, the issue with someone having a slow repository would be bad (hence the idea that central acts as an automated mirror). But if central was caching the remote repos, the logging wouldn't really happen, a flaw in the original idea.

If Maven is prepared to *automatically* use these group-name-based
repositories, it substantially reduces people's incentive to get on to
the central repository to begin with.

I guess this is where I had the idea that central caching was a bit more of an automated process, based on what people are using.
