In AbstractEclipsePluginTestCase I can see:

       this.maven.setLogger( new MavenEmbedderConsoleLogger() );
       this.maven.setLocalRepositoryDirectory( localRepositoryDir );
       this.maven.setOffline( true );
       this.maven.setInteractiveMode( false );
       this.maven.start();

which looks like it is trying to put the MavenEmbedder in offline
mode, so why is it attempting to download files?

Has anyone else experienced this problem, or know what I need to do to
get this working?

The offline mode for some reason is not really 'offline' in the common 
understanding of the word. Perhaps one of the developers can clarify the 
semantics of the offline mode in a maven build?
