IMHO maven2 & maven1 repo must have the same content (but != layout).
I suppose we could have an option because I think in most cases it
would not make sense to convert the plugins as they can't be used by
Maven 2.x.
AFAIK, there's no project that have both m1 and m2 plugins AND that
use the same artifactid, so this doesn't introduce conflicts.
Not that I know of either but I can't be sure about everything and I
couldn't say for certain that there would be no conflicts.

because they're not going to run. We can't convert m1 plugins and
expect them to run so we should just block them from the
