I suppose a "needs votes" version is as valid as any other approach.
Then assuming it gets "enough" votes and comments, we can worry about

Its a valid question, and I won't pretend to have an answer. I don't
like magic numbers. But I do feel like this is an important issue with
far-reaching implications and we should expect/require more than a
normal level of discussion etc.
Yep, that makes the most sense. It could almost be "more than one" -
if we build up use cases we can continue to eval whether there are
other better solutions or whether, in fact, separation makes the most
sense. You're right that there'd be no magic number. I'm sure we can
make some constructive progress based on concrete examples.
