Yep, I try to release ones I'm comfortable with but it's hard when you're working in free time and bouncing across many plugins in core. I definitely want to release more often, but find it's often many months between getting releases out. I guess if you see a plugin that is really ready to go and the snapshot is working for you, call it out. That's usually the best way to find someone to release it.
