The link to the JIRA release notes is not usually in the release announcement. We could... ... update the release announcement template. (It currently has us pasting in the contents, but not including the link.) Then it would be "click copy-and-paste click" -- the ASF archives are plain text. ... continue using the 'Releases' page, and that one can link to JIRA.
