It sounds like the site plugin doesn't work the same for publishing
vs. staging.  What does your configuration look like?  Do you have a
<server> element with your asf userid as well as the private key?

Feel free to skip that step (mark it optional in the docs if it
becomes a problem).  It's part of a larger, slow moving effort to
publish versioned docs for the plugins, but since we don't yet link to
them from anywhere, it won't cause a problem.  (Since they're
published from the tag it can be done later.)
