Given the recent fiasco over the snapshot repo, it's probably a good idea that we change the Apache root pom to have usesUnique=false and start inheriting from that version. This will serve two desired results: 1 it will drastically reduce the disk size of the m2 repo and 2 it will discourage users from improperly depending on specific snapshots in their builds. It will make it more obvious that they are volatile.
