Continuum already does this by retrieving the email address from the
POM for the given SVN id in the developers section.

That feels like a new requirement for the CI servers.
For the apache SVN servers all users = apache domain email addresses.
In general, for SVN this doesn't have to be true (as a SVN user
doesn't = local user with email) but for apache it is.
