Yes, that is a bug in the Site Plugin, or some library that the Site Plugin uses. The two goals *should* produce the same output, but to different locations. See http://jira.codehaus.org/browse/MSITE-404 for the simplest use case that shows off this bug. I have looked at this and I'm afraid that I don't understand why things happen the way they do. So if someone else could have a look at it, I'd appreciate it.
