Nothing is definitive. I have it in a git branch and once we release 3.0 the discussions will start for 3.1. I can't see anyone arguing against the inclusion of the feature so it's pretty likely to go into 3.1. I have something technically working, but I've changed the format several times. Maven 3.0 will come first and then the plans for 3.1 will start being discussed. There's is no planned release date for Maven 3.1.
