Yes there were some discussions, but IIRC people didn't want to move to ASF JIRA because it is such a huge move to make. The project and issues can be handled easily enough, but all the users - that's another story. Also there is the problem of moving issues between projects, if one project is in Codehaus JIRA and another is in ASF JIRA.
