Over the years I've sometimes had problems reading tar files attached to JIRA from users on my Windows machine, even though I have the proper tools for it. I think ZIP of JAR files are generally more portable than TAR files. To be able to keep our stuff in one place, I prefer attached compressed archives in JIRA over something pushed to GitHub.
