As long as you commit stuff to https://dist.apache.org/repos/dist/dev
it will be never sync to Apache download sites.
My idea is we have a process so use it even if it's RCs or final.
(IMHO more simple than if RC then blabla else blabla)

Yup good.
I will wait a bit reactions/flames and finish the stuff (update
